Land Authority Launches Property Valuation Data Collector Training in Nimba

ADNews-Nimba, Liberia: The Liberia Land Authority (LLA) has launched its Real Property Valuation Data Collector Training Program in Nimba County, marking a significant step toward modernizing Liberia’s land administration system and strengthening transparency in property valuation.

The program officially commenced Tuesday in Sanniquellie, bringing together more than 200 participants, including government officials, traditional leaders, and selected trainees who will support the nationwide land digitization effort.
Speaking during the opening ceremony, LLA Chairman Samuel F. Kpakio described the initiative as a key component of President Joseph N. Boakai’s Public Sector Investment Program (PSIP), aimed at transitioning Liberia’s land governance from manual systems to modern digital platforms.
“This is not just training; it is our pledge to replace outdated manual records with digital tools that will transform how land is valued and managed in Liberia,” Kpakio said.
At the center of the initiative is the introduction of Real Property Valuation Software and a mobile application designed to improve property identification and valuation. The platform will enable property mapping using GPS technology, standardized assessments, unique digital coding, and real-time data synchronization, including offline functionality for areas with limited internet access.
According to the LLA, the system is expected to increase government revenue through accurate property valuation, reduce land disputes by creating secure and verifiable records, and improve public services such as land registration and title issuance.
Kpakio emphasized the importance of the reform in a country where land remains central to livelihoods and identity.
“These reforms will ensure fairness, strengthen trust in our land systems, and provide equal access for all citizens,” he said.
The three-day intensive training will equip 50 selected data collectors from across Nimba County with the technical and ethical skills needed to carry out property assessments.
Participants are receiving hands-on instruction in using mobile data collection applications, GPS devices, and digital mapping tools. The training also includes sessions on data protection, ethical standards, and basic dispute resolution.
LLA technical staff are leading practical field exercises, allowing trainees to conduct mock property surveys in nearby communities.
Participants welcomed the training, describing it as a solution to long-standing land ownership challenges.
“We’ve had disputes over our family land for years because there were no proper records,” said a local farmer from Ganta. “With this system, our land will finally be documented.”
A motorbike taxi operator from Sanniquellie added that secure land records would help protect families from illegal land seizures.
The LLA is implementing the program in collaboration with key partners, including the Liberia Revenue Authority (LRA), local government officials, and traditional leaders.
Nimba County was selected as the pilot location due to its mix of agricultural activities, mining operations, and growing urban centers, as well as its history of land disputes linked to unclear boundaries.
Officials believe the new system will significantly reduce valuation errors, increase tax compliance, and generate additional revenue for national development, including investments in roads, schools, and healthcare.
Following the Nimba pilot phase, the Liberia Land Authority plans to roll out the program in Montserrado and Margibi Counties next month, with nationwide coverage expected across all 15 counties by 2027.
Authorities say the initiative will lay the foundation for a comprehensive national land registry, strengthen investor confidence, and support economic growth by enabling landowners to secure legal titles and access financial services.
The LLA described the program as a major milestone in Liberia’s ongoing efforts to modernize land governance and promote sustain able national development.
