NPA Launches Occupational Health and Safety, Fire Prevention Program

ADNews- Monrovia, Liberia: The National Port Authority (NPA), in collaboration with HSE Solution Inc., has launched an Occupational Health and Safety and Fire Prevention Program at the Freeport of Monrovia, marking a first in the institution’s history.
The launch brought together more than 30 stakeholders from across the port community, including representatives of key sectors operating at the Freeport. The initiative is designed to establish a structured framework to ensure the safety, security and well-being of NPA personnel, contractors, port users and assets.
Speaking on behalf of NPA Managing Director Sekou A. M. Dukuly, Deputy Managing Director for Operations Emmanuel Horton said the port is more than a gateway to Liberia’s economy.
“The National Port Authority is not just an economic gateway; it is a living system of people, processes and purpose,” Horton said. “This initiative by HSE Solution Inc. to work with the NPA is non-negotiable if we are to achieve effective safety and fire prevention across all ports.”
Horton emphasized that compliance must be embedded in daily operations rather than treated as a formality.
“Compliance is not a formality; it is a foundation and a shared responsibility,” he said. “It must be integrated into operational workflows, from cargo handling to vessel berthing, from gate operations to emergency response.”
He further highlighted the role of NPA leadership in investing in systems and training to ensure safety practices are not only enforced but internalized. Horton said the program aligns with President Joseph Nyuma Boakai Sr.’s ARREST agenda, which prioritizes institutional reform, accountability and sustainable development.
Earlier, HSE Solution Inc.’s Liberia program head, Erickson Trocon Brown, outlined the objectives, scope and implementation framework of the Occupational Health and Safety and Fire Prevention Program.
Brown said the initiative aims to create a safe, secure and sustainable port environment where occupational hazards are proactively managed, fire and security risks are minimized, and all stakeholders operate within a culture of awareness, accountability and continuous improvement.
The program is expected to strengthen safety standards at the Freeport of Monrovia and serve as a model for similar initiatives across Liberia’s port system.
