Labour Minister Condemns Inspector General’s Misconduct

ADNews-Monrovia,Liberia:Liberia’s Minister of Labour, Cllr. Cooper W. Kruah Sr., has strongly condemned the actions of his controversial  Inspector General, Charles Brown, for engaging in the arbitrary arrest of foreign national (Chinese) over immigration-related issues.

Minister Kruah described Brown’s actions as “unacceptable” and far outside the jurisdiction of the Labour Ministry.

Recently, a viral video circulated on social media showing Inspector General Brown handcuffing a Chinese national and forcing him into a vehicle. The footage has sparked widespread public criticism and questions about abuse of authority.

According to unconfirmed reports received by Afric Daily Newspaper, Brown   demanded a US$1,500 bribe from the Chinese national to “shield” him from labour-related issues. When the victim refused to comply, the confrontation escalated into a scuffle captured in the video.

Both Brown and the ministry initially remained silent on the matter. However, on Tuesday, November 4, 2025, Minister Kruah addressed journalists at the Capitol Building, where he appeared before the Legislature to clarify his recent decision to increase work permit fees.

“I have seen the video myself,” Kruah said. “This is totally outside our scope of operation. We are not the police. My labour inspectors are civilians, they are not supposed to arrest or handcuff people. What we saw in that video was totally wrong.”

At the same time,  Minister Kruah reaffirmed his commitment to revamping the labour sector and promoting employment opportunities for Liberians.

“I remain focused on improving labour standards and creating more jobs for our people,” he added.
