ADNews-Monrovia, Liberia: Following a rigorous training of staff from several government ministries and agencies on the usage of the Orange Money platform for tax payments, Orange Communication Network Signs a major Memorandum of Understanding (MoU) with the Liberia Revenue Authority (LRA) and Ecobank, aiming at simplifying Government bills and Tax payments smarter, faster, and easier through mobile phone
The agreement, formalized on Wednesday, July 23, 2025, at Orange Liberia’s ICON-16 headquarters in Monrovia, aims to make tax payments smarter, faster, and easier for citizens across the country, right from their mobile phones.
Speaking at the launch, Orange Liberia’s Chief Finance Officer, Hossen Fofana, emphasized the broader significance of the initiative.
“This is more than a technological upgrade, it’s a commitment to progress, inclusion, and national development,” Fofana said. “It reflects a shared vision of a Liberia where every citizen, regardless of location, can access essential financial services and contribute to the country’s economic growth.”
Fofana further described the partnership as a major milestone in Orange Money’s digital financial transformation journey.
“We are proud to partner with the Government of Liberia, through the LRA, and with Ecobank to enable 18 government ministries to receive taxes and fees through the Orange Money platform.”
The collaboration focuses on four key pillars which include -1. Digitizing Public Revenue Collection
The initiative enhances the government’s capacity to collect fees and taxes more efficiently, transparently, and securely—helping to reduce leakages and maximize revenue.
-2. Expanding Financial Inclusion
By leveraging Orange Money, the partnership will bring formal financial services to the unbanked and underbanked, expanding access for millions of Liberians.
-3. Supporting Economic Development and Good Governance
The platform is expected to enhance transparency and accountability in public finance, strengthening institutions and promoting sustainable economic growth.
-4. Delivering Convenience and Reducing Costs
Citizens will no longer have to travel long distances or endure long queues. With just a few taps on a mobile phone, they can fulfill tax obligations, saving time, money, and effort.
Fofana hailed the launch as a testament to what is possible when the public and private sectors unite with a shared purpose.
He reaffirmed Orange Liberia’s commitment to using technology as a force for good, empowering people, strengthening institutions, and building a brighter future.
He also extended sincere gratitude to the Government of Liberia and its regulatory agencies for creating an enabling environment and demonstrating a willingness to partner for innovation in public service delivery.
In a special remark, Ecobank Liberia’s Managing Director, Ms. Salamata Diallo, called the MoU a transformative step toward financial inclusion, digital innovation, and economic empowerment.
“This partnership is more than a collaboration, it is a commitment to modernize tax collection, simplify the lives of taxpayers, and strengthen the nation’s financial infrastructure,” she said.
Diallo explained that the integration of the Liberia Integrated Tax Administration System (LITAS) with Ecobank’s digital platforms and Orange Money services will ensure tax payments can now be made in real-time from anywhere in the country.
“Whether in Monrovia or in remote parts of Liberia, citizens can now pay taxes securely and conveniently using their mobile phones or Ecobank’s digital banking channels.”
Ecobank Liberia’s Managing Director also emphasized the initiative’s impact on people, small businesses, and building trust in the financial system.
Speaking on behalf of the Ministry of Finance and Development Planning, Assistant Minister for Revenue and Policy, Andrew Ngollo, lauded the integration and said it serves as a major step accountability.
“This innovation enables taxpayers to pay taxes from the comfort of their homes. Government is doing more to deliver services like roads and hospitals, but we need taxes to sustain these efforts,” Ngollo stressed.
LRA Acting Commissioner General Gabriel Y. Montgomery described the launch as further evidence of Liberia’s commitment to digitizing tax collection.
“This platform provides instant receipts and enables tax payments without the need for internet. Just load your Orange Money and proceed, no need to queue at banks,” Montgomery stated
Ahead of the launch, Orange Liberia and the LRA conducted a hands-on training session for key government staff on July 16 at the ICON-16 office. The session brought together representatives from various ministries to understand the integrated tax and revenue payment system.
Participants received practical training on the platform’s functionality, ensuring they are equipped to support citizens in adopting the new digital system.
With this integration, taxpayers can now pay business licenses, taxes, and other statutory fees directly through Orange Money, eliminating long queues and manual paperwork.
This initiative aligns with Liberia’s broader digital transformation agenda, aiming to improve the taxpayer experience, promote fiancial transparency, and simplify compliance.
