Liberian Ambassador Delivers Inspiring Address at Opening of Second Cohort of the Third-Country Training Program in Accra

ADNews-Accra Ghana: The Ambassador of the Republic of Liberia to Ghana, HE Musu Jatu Ruhle delivered a compelling and forward-looking address at the official opening of the Second Cohort of the Third-Country Training Program Kaizen for enhanced Public Service Delivery for English Speaking African Countries held in Accra, Ghana on November 17, 2025.

The program held at the Civil Service Training Centre (CSTC) in Accra brings together civil service professionals from Liberia, Sierra Leone, Nigeria and Ghana for advanced capacity development, peer learning and cross-border collaboration.

In her remarks, the Ambassador commended the organizers, partners and participants for their commitment to strengthening human capital across the subregion. She described the training on Kiazen as “not only a Japanese concept that encourages everyone to seek improvement but a mindset that teaches people that big plans mean little if they are not supported by steady, daily improvements through small, consistent changes that improve efficiency

“To understand the real value of Kaizen, we must look beyond the word itself. Kaizen is not only a concept which helped Japan rebuild after the war, but a concept that shows that lasting progress is achieved one careful step at a time.” Amb. Ruhle added

Highlighting the importance of technical competence, ethical leadership and service-oriented professionalism, the Ambassador urged participants to apply their new knowledge in ways that directly improve systems and community outcomes. “Competence must be paired with integrity,” she noted. “To the Liberian participants, the culture of change begins with TRUST and RESPONSIBILITY. You will return not just with enhanced skills, but with a duty to become problem-solvers and champions of public trust in your respective institutions. We must build workplaces that reward creativity and effort”

The Ambassador emphasized the unique value of the Third-Country Training Program as a platform for peer learning and regional networking encouraging participants to harness the opportunities presented by diverse country experiences, collaborative exercises and mentorship sessions to build enduring professional ties.

“The networks you form here will prove essential as you navigate future challenges,” she said. “This training is not only about what you learn, but about who you learn with.”

She extended appreciation to the training conveners, host Country- Ghana and the Japanese International Cooperation Agency (JICA) for their continued investment in regional capacity

Building, noting that partnerships remain essential for scaling institutional efficiency and supporting sustainable development across Africa.

In conclusion, the Ambassador charged the cohort to be proactive, innovative and accountable in translating their training into measurable improvements back home.

The Third Country Training Program (TCTP) on Kaizen is a specialized training initiative designed to share practical knowledge and hands-on skills in Kaizen — a Japanese philosophy and methodology focused on continuous improvement, efficiency, quality enhancement and workplace productivity.
