Liberia Inducted into the African Petroleum Regulators Forum

ADNews-Monrovia, Liberia: The Liberia Petroleum Regulatory Authority (LPRA) has been inducted into the African Petroleum Regulators Forum (AFRIPERF), the continental body that brings petroleum regulatory authorities from across Africa under a single umbrella to ensure a safe, efficient, rewarding, equitable and sustainable petroleum industry.

AFRIPERF exists to close the gap between what Africa holds in the ground and what its regulators are equipped to govern. Its members have committed to harmonizing standards so that operators meet the same safety and environmental requirements across the continent, to sharing knowledge and technology, to building capacity through training and exchange, and to advocating jointly for Africa’s interests in global energy policy. Through membership, the LPRA gains a stronger regulatory hand, a more predictable environment for investors, and a voice that carries further than Liberia’s alone.

Liberia’s membership arrives as the LPRA manages eight active Production Sharing Contracts and runs prequalification for its 2026 Direct Negotiation Petroleum Licensing Round, which lunches in the fourth quarter of 2026. “Regulating an active offshore program is a technical business, and the fastest way to build that competence is to sit in the room with regulators who have already done it,” said LPRA Director General Marilyn Logan. The induction forms part of the Authority’s strategy of building bilateral and multilateral partnerships to develop capacity as Liberia oversees a growing portfolio and works to attract new operators.

AFRIPERF was established in Accra, Ghana, on 18 September 2025, when regulators from 16 African nations met and eight countries — Nigeria, Ghana, Somalia, The Gambia, Madagascar, Sudan, Guinea and Togo — signed the Forum’s Charter. As a member, the LPRA will take part in technical working groups, training programs and experience sharing platforms, and will apply that expertise to its oversight of Liberia hydrocarbon sector. The Authority will align Liberia’s regulatory framework with continental standards on safety, environmental protection and transparency, and carry those standards into the 2026 licensing round.
