ADNews-Monrovia: Liberia’s Public Procurement Concessions Commission (PPCC) conducted and concluded a trainers training on the Electronic Government Procurement (e-GP) system among 50 government employees across several government Ministries and Agencies.
The training took place last week at the Bella Casa Hotel in Monrovia and brought together representatives from the Ministries of Public Works, State for Presidential Affairs, Health, Education, Ministry of Finance & Development Planning, Liberia Revenue Authority and the Public Procurement Concessions Commission.
Speaking at the closure of the event on Friday, August 23, 2023, the World Bank Senior Public Sector Specialist, Madam Gladys Senderayi pointed out that the key objective of the training is to focus on knowledge and skills related to the e-GP system.
She characterized the e-GP System as an important tool in modernizing public procurement in Liberia.
Gladys encourages the participants to continue practices and exploding the system across the country.
“The World Bank looks forward to a successful implementation of the system and its positive impact on the public procurement of Liberia”, Senderayi emphasized.
In a special remark, the Acting Project Manager from the Project Management Unit at the Ministry of Finance Development and Planning, Mr. Momo K. Lombeh applauded the PPCC Family for their tireless effort in making sure the e-GP is on coast as expected to be launched sooner.
According to him, the project was the last biggest project signed in the final year of the past regime
“We are happy to reach this milestone, they are projects or interventions we initiated about three to four years ago but haven’t reached this far. This one was just signed last year in November and we are at the point of going live early next month”, Momo emphasized.
The system is expected to be launched in early September this year.
Meanwhile, the PPCC Executive Director, Mr. Bodger Scott Johnson explained that the e-GP system focuses on bringing transparency and accountability in the procurement sector across Liberia and supporting Liberian-owned businesses.
According to him, seven entities including Public Works, State for Presidential Affairs, Health, Education, Ministry of Finance & Development Planning, and Liberia Revenue Authority will be rolled out in their pilot project to be launched in September.
He said, the project is worth about US$5M and is expected to reach its target from now to 2026.
Mr. Johnson disclosed that an additional 20 entities will be included in the project by next year to be followed by the entire government entities in the third and final face of the project.
In conclusion, the PPCC Boss disclosed that there will be PPCC technicians assigned at each county’s service center to enable those who want to take advantage of the Electronic Government Procurement.
The World Bank is funding the initiative which basically seeks to procure, install and deploy the e-procurement application to all institutions of the Government of Liberia with the objective of increasing effectiveness, efficiency, transparency, and integrity in public procurement.
Benefits of e-Procurement System
There are many potential benefits to implementing an e-GP system. They include COMPETITIVENESS TRANSPARENCY ACCOUNTABILITY, CORRUPTION CONTROL, RULE OF LAW and EFFECTIVENESS EFFICIENCY.
An international software developer, European Dynamics was contracted by PPCC to develop the EGPS on software as an aid service module. The system is digital software that is used to carry out all procurement activities in the country. The significance of the online platform is that it brings transparency to the Public procurement system as well as efficiency in how PPCC goes about doing business in government.
