ADNews-Kuala Lumpur, Malaysia:The  Director-General of Liberia’s National Social Security and Welfare Corporation (NASSCORP), Dewitt vonBallmoos has been elected Chairman of the International Social Security Association’s (ISSA) Technical Commission on Contribution Collection and Compliance.

Mr. vonBallmoos’s election, which took place during the ISSA Triennial World Social Security Forum in Kuala Lumpur on October 3, 2025, marks a significant milestone for Liberia’s social security system. His new three-year mandate, which runs until 2028, is widely seen as a testament to his outstanding leadership, expertise, and commitment to advancing social protection both in Liberia and globally.

The Technical Commission on Contribution Collection and Compliance plays a pivotal role within ISSA. It is responsible for all matters related to social security funding sources and their safeguarding. The commission also addresses broader issues extending beyond contribution collection, including macroeconomic, technical, and operational challenges.

In addition, the commission contributes to the development of ISSA policy documents and guidelines on general themes such as communication, extension of coverage, governance, and service quality—ensuring these topics are addressed from the perspective of contribution collection and compliance.

The commission also coordinates and monitors the ISSA Guidelines on Contribution Collection and Compliance and the ISSA Guidelines on Error, Evasion, and Fraud in Social Security Systems. It maintains close collaboration with other technical commissions, including those on Information and Communication Technology, Organization, Management and Innovation, and Medical Care and Sickness Insurance.

Moreover, the commission provides ISSA with innovative practices and solutions that enhance the effectiveness of member institutions. These include the proactive provision of information to insured persons about their accumulated rights, the adoption of innovative tools to protect those rights, improved cash flow management, the extension of coverage to self-employed and informal workers, and the implementation of modernized risk-management and compliance techniques.

Through its technical work and research, the commission also examines current issues facing social security institutions, proposing practical policies informed by data and field surveys. The findings are published in comprehensive technical reports presented at ISSA’s World Social Security Forum.

Under Mr. vonBallmoos’s leadership, the commission is expected to continue promoting innovation, transparency, and efficiency in contribution collection and compliance systems worldwide.
